Once I applied for Adsense and my application was approved but I clicked on the ad by myself and they blocked my account and also consumed 95$…
Is there any other chance for re-applying…..

You could always try re-applying and make sure you stick to the T.O.Cs..

Unfortunately, once kicked out from Adsense, you are not allowed to re-apply.
Some are able to reapply but Google always finds out and kicks them out again. Worse, any income they got from their second account is never sent to them by Google.
I suggest you focus and apply to other advertising networks, including both banner ad and contextual advertising networks
