Everywhere i look, i’m supposed to know all about HTML, Scripting Languages, API, and a million other things related to computer programming , web pages, networking, IT, and the all-important DataBase management. I don’t know ANYTHING about ANY of this stuff.
Can I learn all this stuff on my own with just a few books, WITHOUT going to college? If so, which books should i buy? Do i need software? Do i need to learn how to write programs in BASIC or C or what?

You can learn some of this stuff without going to college, yes. But if you actually want a job doing programming, you’re going to need a computer science degree. A good starting point would be to try to learn Java, I think. It’s a fairly easy language and has tons of free online support. Don’t get overwhelmed by all the options. Start with just one thing and go from there.

For HTML: Right-click on web pages and select view source. It will let you see the actual code. You will see some stuff in it that makes sense to you and then the other stuff will too. f a site you like is “right-click protected” you can still view its code by looking into your browsing history and right-clicking the stored file and selecting Open With and then clicking notepad.

Read books. Read websites. Play with stuff. Think logically. That’s how I did it — I’m a self-taught programmer.
Don’t start with Java as your first programming language — it will cripple your thinking. Learn Unix (the OS of choice for most things these days). Learn Lisp (mind-expanding). Learn Ruby (*great* programming language). Keep reading. Keep experimenting. Keep having fun.
If you can give me some more information on what you want to do, I can provide more specific advice.

I started by taking my computer apart and rebuilding it, then trying to fix any problems I made.
Later on i started taking exams – just read books and played with the various software and hardware…
Just play with it and don’t be scared to break it…

Just do what I’ve been doing. I just buy up old computers and try to fix them. The ones I’ve fixed I re-sale them for a little profit too.

I have good news for you. The best way to learn computers is on your own. The primary investment on your part is time. The more you invest, the more you distance yourself from others.
As you point out, this is broad field. Down the road it will be better for you to specialize. For now you could just take one subject per week. That will help you put things together in your mind. You touched upon too many deep subjects above to answer in a brief reply.
I will say this. If your intent is extreme overall expertise, remember to study DOS at some early point.
