I am lucky to be part of this YPN program. The reason you can’t signup as easy as adsense is, this program is still in BETA. Means Yahoo is testing it out with limited number of partners.
This program is expected to go out of BETA in spring

YPN tends to pay better than AdSense, but the click-thru rate will more than likely be lower.
If you have already applied for the YPN beta, just sit back and forget about it for a while. When I first applied with my site it took more than 3 months for them to reply with my access codes to sign up.
Honestly, AdSense is a better product at this point, but you can earn more money from YPN if you get lucky. The ad inventory that AdSense has is much larger than that of YPN, and because of this the ads that you will see on your website when using AdSense are going to be targetted much better than those you will see while using YPN.
