Yes. 192.168.1.1 is your laptop means 192.168.1.28 can be your desktop

Yes say your routers IP is 10.0.0.1 your desktop or laptop would be like 10.0.0.2 and the more computer you connect to your network will change the last number

the range will be the same. but the last digits will vary. the router will have the same ip though
