Before spending a lot of money on a professional quality camera and lens, look in to taking at least one photo class.

First, enroll in a photography class. Learn about light and composition and f-stops and shutter speeds and ISO. Learn to be in control of your camera. Learn about different focal length lenses and when and why you’d use them. Learn that there is no such thing as “… photography looking pictures…”.
Perhaps after a year of shooting with a 35mm film camera and a 50mm f1.7 lens you’ll have gained the knowledge needed to begin considering a DSLR and a few lenses.
