I think that http://www.goglogo.com/ will help you in accomplishing this task. Its too easy to build. Just provide them the name of your search engine and then proceed and you will get your search engines link. Try and Rock on!!! There are much more websites and if you try googling you can explore them easily.
Then to make your own search engine i think that its not an easy task to be completed. It is a simple logic if you learn scripting for web designing like PHP, ASP.NET and Javascript.
You can prompt the user to type in the keyword and then check with a group of search terms in your stocks and then if they are not found display “No results found” or something like that.

My favorite is this one http://install.xav.com/. It takes about 5 minutes to install and you get your own admin login. It is very cool and easy to learn…kinda feel like a search engine engineer.
-Apply filters
-Add weight to key terms
-Add other sites that are related
- run banner ads that respond with keyword entries
