There are a lot of free photo editing software programs out there that you can use to get good features. But the most popular free program that a lot of people use because it is really great and gives a lot of features like photoshop is GIMP.
GIMP is the most Widespread and what you should definitely opt for when going for a free program. You can create high quality projects just using this free program. It is almost like photoshop so you get almost the same feel, and everybody knows photoshop is the best editing software but you have to pay.
So if you wanna create great designs or even just edit your photos a little GIMP is the way to go.

Picnik, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. There are some good, free photos sharing websites:
1. Windows Live Photos which you can access in Hotmail.
2. Google Picasa Web Albums http://picasaweb.google.com/home . For Picasa Web Albums, you can use Picasa 3, get it from http://picasa.google.com/ , to edit your photos before you upload them to Picasa Web Albums.
3. Yahoo! Flickr http://www.flickr.com/ . Flickr works with its partner, Picnik, to allow you to do edit your photos online.
